Asahi: Health ministry’s ethics

We are amazed that someone with such an appalling lack of ethics was a national civil servant, and in senior position at that. We are referring to Masaru Matsushima, 59, former director-general of the welfare ministry’s Kyushu Regional Bureau of Health and Welfare.
