Top farm ministry bureaucrat resigns after Endo scandal
Yoshio Kobayashi resigned Friday as vice minister of agriculture, forestry and fisheries, but he denied he was taking responsibility for the ministry’s inappropriate actions in a scandal that cost a farm minister his job.
